New Overhead Line Construction in Virginia

Blue sky construction refers to the building of entirely new overhead utility lines where no infrastructure previously existed. Unlike maintenance, repair, or rebuild work on existing systems, blue sky projects start from a blank canvas—open land, cleared right-of-way, and a set of engineering plans that will become a fully operational power delivery system. This type of construction is essential for new residential developments, commercial parks, industrial facilities, and rural electrification projects throughout Virginia.

Pross Construction Company has built its reputation on delivering complex blue sky construction projects across the Commonwealth. Our crews bring the expertise, equipment, and project management discipline needed to take a new overhead line from staking sheets and permit drawings all the way through final energization. We work closely with utilities, developers, and engineering firms to ensure every project is built to specification, on schedule, and within budget.

What Blue Sky Construction Involves

A complete blue sky build encompasses every phase of overhead utility line construction:

  • Right-of-Way Preparation – Clearing and grading the corridor to provide safe access for construction equipment and to establish the required clearances for the new power line. This includes tree removal, brush clearing, and grading as needed.
  • Pole Setting & Framing – Augering holes, setting new wood, steel, or composite poles to specified depths, and installing crossarms, insulators, hardware, and associated pole-top assemblies according to the engineering design.
  • Conductor Stringing & Sagging – Pulling new primary and secondary conductors, neutral wires, and communication support strands. Each wire is carefully sagged to meet NESC clearance requirements and utility specifications for the terrain and span lengths involved.
  • Transformer & Equipment Installation – Hanging new distribution transformers, installing capacitor banks, reclosers, sectionalizers, cutouts, and lightning arresters at engineered locations throughout the line.
  • Guying, Anchoring & Grounding – Installing down guys, sidewalk guys, push braces, and anchor systems to stabilize the pole line. All poles and equipment are properly grounded per NEC and utility standards to ensure safe operation.

The Pross Construction Difference

What sets Pross Construction apart in blue sky work is our ability to self-perform the entire scope. We do not rely on subcontractors for critical path activities. Our in-house capabilities include pole hauling, hole augering, pole setting, framing, stringing, transformer installation, and final tie-ins. This single-source approach gives our clients one point of accountability and eliminates the coordination challenges that slow down multi-contractor projects.

Our project managers maintain daily communication with utility inspectors and engineering teams, providing progress reports and resolving field issues in real time. From small subdivision feeds of a dozen poles to major distribution line extensions spanning miles of new right-of-way, Pross Construction has the capacity and track record to deliver new overhead line construction across Virginia.
